Every law has specific mischief it seeks to regulate. In this case, the
mischief is definitely blogs such as Cyprian Nyakundi, Tuko.co.ke, Ghafla
and other social media platforms that attack the elites regularly. They
have grown uncomfortable and wish to protect themselves at the expense of
innovators. They forget that libel laws are sufficient to protect against
the blogs publishing inaccurate information.

That being said I believe the social media space is currently in a state of
nature and requires regulation on entry, conduct, supervision, and
inspection to strengthen its potential to contribute to development.
