Many digital ID policy papers recommend that digital IDs be inclusive and
call for governments to eliminate exclusion. But how do digital ID systems
come to be inclusive or exclusive? Is it in the design of the projects or
are there structural issues that contribute to exclusion? CIPIT will be
having a public talk on inclusion and exclusion of National IDs. Come
