Huduma Namba is simply digital data with citizens as the Data Subjects and government as the Data Controller and its related partners/agencies/3rd parties/etc as Data Processors.
In short, a good Data Protection Act would be sufficient to cover digital ID issues and concerns given that the government would be expected to observe and respect data protection principles with regard to Citizen digital IDs.
These principles include but not limited to:
a) Fairness and lawfulness
b) Restriction to a specific purpose
c) Transparency
d) Data minimization
e) Storage Limitation
f) Factual accuracy; up-to-date data
g) Confidentiality and data security
h) Accountability
